Originally it was voted to be a monthly thing (https://www.fearlessrp.net/showthread.php?tid=83149), but it didn't really take off.
Passive nights should definitely be used more often.
Also, I don't see a reason why to -support the idea of passive nights. Not being able to use guns for a single night every now and then won't be the end of the world, as doing roleplay on a roleplay server for once is quite beneficial.

When I was admin I think I mad out 4 passive RP night dupes.
Unfortunately, no one listened to me, and we never did an passive night while I was still in the team.
For for any admin, take the dupe from my folder. Contact me on steam if you don’t know which dupe it is, would be a shame for it to go to waste

PassiveRP nights have always been and are very much so still planned. We are focusing on some other events that are currently taking our time at the moment, such as the build competition and some unannounced ones on top of that.
