Put FL back in the Semi-Serious category and get rid of that ugly DarkRP tag.
Perhaps that will help instead of being on the bottom of the DarkRP list.

That won't retain anybody at all.
The map is cosmetic and doesn't really need to be changed outside of it's current rotation system. New cars aren't needed either as, well, there's enough already.
Things like a daily login bonus, updating and improving jobs (especially merchant ones: chef, gun dealer, bmd), and an ingame achievement system would be the start of great strides towards retaining and regaining players.
Time is running out for FL if they don't find a way to motivate people.

just use a fake playercount that says that there are like 32/50 on the server but when people join there is only 4 players or smth
