I think you two are talking past each other.
From what I understood RoCKys trying to say, that
he was in the back of the SWAT van when xXProGamingXx46 started evading.
Meaning xXProGamingXx46 got in the SWAT van, let the hostage go
and drove away (while RoCKy was already hiding in the van)
And yes, xXProGamingXx46 took a hostage in Burger King (which is PassiveRP reserved anyway?)
and therefore was the hostage taker.
