10.1 has been changed to fit v4b1:
10.1 The following buildings are reserved for passive roleplay and so you are not allowed to base or use contraband in the following locations:
Emergency Station, Top Street Store 1/2/3/4, Empire Hotel, Clothing Store, Small/Big General Store, Offices, Nexus Store, Backstreet Bar, Backstreet Big/Small Store, Bank of America, AmPm, Burger King, Outer BP, Hospital and free standing bases in any area within the city.

I'm a little concerned with the wording of this rule.
Might it be possible to modify it to not say reserved for passive roleplay as you already mention it is strictly not allowed to be used for contraband/basing (?) I think adding the reserved for passive statement may bring up issues if a certain group of individuals, example being the Corleone family, wanted to own the establishment and run a hotel and casino. Maybe they have some guys with concealed weapons, maybe they might need to take someone into a room to "talk" to if they are caught counting cards or pulling a fast move on the establishment.
If you write that it's reserved for passive roleplay this may limit the type of RP and I could see someone getting in trouble for using it not necessarily for basing or contraband but for refined types of AggressiveRP
