Still I can't let this go, It has to be done its part of the rules and you wont learn unless you are banned. You should know the punishments

I saw many Citizen with jobname "Mugger" doing this. I thought it would be allowed. So i tried it.

You can't mug in any public buildings/streets, this is classed as failRP.
