ot though, it happens on my laptop keyboard too. fullscreen gmod is fucked up for me somehow. ive tried cleaning up gmod multiple times just leaving the addons folder left, i re-installed gmod 6 months ago on my D: drive instead of on c, yet it still occured

I don't see why you need Fullscreen for Shadowplay..? If you allow Your home screen to be recorded, it should work..? (I think)

Well it's not really fixed as it still appears on my laptop, but since I got a new PC you can close this now.
