I was the guy who found him I said follow me so that Deadshot could see who he was and confirm that this was the guy and he said it was that was all I did so how did I hostage him in public?

He wasn't hostaged until he was in Deadshot's base he was at gunpoint then he was hostaged in the base so how was it a hostage in Public

Like you said he was under gunpoint, you kidnapped him which is nearly the same as taking someone hostage which is not allowed in public.
Edit:
Rule 8.6 states that you can not hostage people in public.
If this rule does not apply, 14.5 should.
Why would you take someone under gunpoint in public to escort them to your house to take him hostage which is powergaming in my opinion.
He had no chance to avoid beeing hostaged.
You forced him beeing a hostage which I will add to the summary now.
