I don't think that banning hitmen is raidable.
Hitmen kill people. Murder is illegal, hitmen is illegal.
I'd be very surprised to actually see hitmen being legal, as you then would have legalized murder.

Hitmen are paid to kill, not because a government has stated the obvious (eg, killing is illegal) but because someone has paid you to kill (with the having a valid reason) so no, I wouldn't say banning hitmen (basically pay to kill) is a reason to raid.

Just doesn't make sense since even if he kills the president, the next one still indirectly bans hitmen.
