Hola!, the proxy that Kalash said he sometimes uses, is extremely popular, most people with Chrome I see have it. Most Hola users, when picking a country, are very likely to have the same IP address. You're so called system is not guaranteed at all to pick up when a user is using a proxy, because at the end of the day, that's impossible for a 100% detection rate.
KurdishFalcon, if I recall correctly, is also... Kurdish.

i saw falconkurdish got israel in his flag.
i used HOLA to because we cant use pandora or other things here so we need to choose another country so it change something in our ip ithink

Dosent explain anything at all BOTH users has been using the exact same ip since they joined. this is just bullshit
