I define a weeaboo as somebody who is overly obsessed with anime in the same way a gamer might be with games where its all they really care about in that medium or media.
I have a mild appreciation for anime, i honestly can't find any that i like anymore.
On the contrary what i do like though is japanese as a language and as a culture. Does that make me a weeaboo?
I suppose if it does that would make my mother a "weeaibio~" since she likes italy so much.
