There is no such thing as a forum clock. The forum clock is customizable in the settings and I am not sure but I think it tries to autodetect your timezone as well, just very inaccurately.
I can confirm what Chance said about the random tase. I was walking up at the time (they were in front of the BP building, I was by the pumps) and when he got tased his playermodel was not in the punching pose, he was in the normal idle stance pose.
I feel a lot of cops at the time were also being backseat admins and minges (not SourLemon specifically, just cops and SRU in general). I found one of the minges handcuffed, alone, without any cops nearby. Everyone was shooting the other one because he was a medic and thus could not be handcuffed.
