I feel at one point it was enabled. But I do not remember completely.
But all you would see is negative rep from players who got banned etc etc.

Seeing as the largest part of the playerbase in FL consists of little kids, I don't ever see a point where the playerbase, which is seemingly held to the same standards as serious roleplay, will ever be 'ready'. It's simply not something that should be around, and you could also figure that "If you don't have anything nice to say, don't say anything at all" when it comes to rep.
