Oh, sorry. You needed a lil' program called VTFEdit for future reference.
But it's probably easier if you download this .vmt and drop it into the folder specified (replacing the original).

Maybe you don't have the texture after all..
Try putting these 2 files (includes texture) into the folder(replacing originals).

I edited it with notepad++ and it works.

Ah, great. Didn't know you could edit a .vmt in notepad++.
