Okay, I will try and help.
Solution 1: When you're on GMOD alt-tab out open up the task manager find HL2.exe and right click you will see 'Set Priority' click that and change it to 'High'.
Solution 2: Change graphic settings, make sure you set shadows to low.
Solution 3: Check you internet speed Here
Solution 4: Remove addons.
Solution 5: Validate steam files ( But I highly doubt this will help )
Solution 6: De-fragment Garry's Mod ( But yet again, I highly doubt this will help )
