For link66, the error you get could be caused by Clientregistry.blob.
To fix your error:
Close steam.
Go to steam folder, Delete the file "ClientRegistry.blob"
Start steam.
Notice! when starting steam it can take from 1 minut to 10 hours.

Looks like a network problem to me. I'd do what Narcotic suggested and check your firewalls/antivirus to make sure they aren't blocking Gmod.
