To be honest, I used to RP on v2p all the time instead of the other servers. Out of all the time I went on v2p, I only saw the guy spawn ONCE.

He is meant to spawn in the slums area, sometimes, he doesn't spawn. This occurs on v2d and v33x from time to time.
I am supporting this, due to the fact that several people are experiencing this issue. I my self do not go on v2p that often, but I have heard of complaints about this before.
