Good hostage situation without failures:
Ask someoen to be the hostage so he can open a shop or his own rp .. sampel: a rich businessman.
And you drive by take him in and kidnap the businessman.
Technicaly youc ahn advert your actions and ask money.
Than it depends on the ones who play the cops.. If they fail than the rp fails..
They should get someone inside unharmed to make the deals.
