First , check settings for the sounds/audio . Check nothing is muted , if it's not helping try to set your controls to defult.

In the new gmod update the horn works for Me!

You may be missing an Audio file. Have you tried verifying your cache etc?

There have been various causes for audio bugs in the past, none of them server-side. Don't go "LETS GET SOUL ON IT" and spam his inbox with some pretty ugly PM's about this, Soul and our developers focus on server-side problems.
