I'm not sure if you guys are based in the UK, but if you are, citizens advice bureau is a nice place to start. I used to host Battlefield 1942 server with my very own realism mod, and when one of my fellow admins banned someone permanently, they decided to ddos us as they had nothing better to do, so I called the ISP and went to citizens advice, I gave them his IP and his ISP, they immediatley called the ISP (and trust me, ISP are scared of the Citizens advice bureau) and within a few hours they had canceled his broadband contract and our server was back up.
