Yeah he can, there is no excuse whatsoever for that many kills. If you have even 50 kills you deserve a ban, because you are obviously either rdming or doing nothing but aggressive roleplay. Both of which you can be banned for.

actually that is not 100% true there was a bit of an issue a while back where a friend of mine got 60 kills in 8 hours on the server and he didn't rdm he got spawn camped but then again its a bit of a difference between 60 kills in 8 hours and 50 kills in like 20min.

It is 100 percent true, the example you gave about your friend is in itself breaking a rule. Just because someone is spawncamping him doesn't give him the right to rdm back.

What if someone keeps showing up at your door to raid or kill you, the person is obviously a rulebreaker, breaking NLR, raiding without reason etc. do you just let him in? Or do you shoot him every time he attempts to raid you? Granted you should take pictures and get evidence, but if you have contraband or are guarding something else, I don't think it's entirely unfair to shoot him everytime he attempts to raid you.
Which might be one excuse for a high KD.
