How about making it like the fishing pole, you can only use it near evocity lake. Messenge example: "You can't use that now!"

This would be more useful in v33x, since the lake there is at least thrice the size of v2d.

Sounds brilliant. Also I like the scuba gear idea, if we can find a reasonable model I'll see if we can get it put in - It's a good model, because really it can only be used for passive RP, no use for it outside really.
