Walking down the street whistling. Rickets warned me once with his abo0o0o0osive baton and threatened to RPG me if I did it again. He decided against the RPG but warranted me for 10 minutes for reason "whistling".
Obay was dictator at the time, he kept the role for a very long time, an hour or two.

I once shouted "Hello!" to the President and he had me arrested for 15 minutes.
Edit: That said, it was amazing RP for that time because there was a really good Prison guard.
