Why does every time i join the Fearless it has to download all the files again and again and i takes me like 15 to 20 minutes to get on the server why is that?

Just go to Options > Multiplayer > Do not download any custom files this should fix it and just enable it when you go on a new server.

I just want to ensure that you've downloaded the content pack from the website as this may be the source to your problem if you have not downloaded it.
